NCDC Scheme – Andhra Pradesh (Sheep & Goat Development)

The National Cooperative Development Corporation (NCDC), established in 1963 under the Ministry of Agriculture & Farmers Welfare, Government of India, provides financial assistance for cooperative-based agricultural and allied sector development.

In Andhra Pradesh, the NCDC Scheme is implemented through the Andhra Pradesh Sheep & Goat Development Cooperative Federation Ltd. (APSGDCFL) to support Small Ruminant Development by providing loans for sheep and goat rearing and breeding units.

After the bifurcation of Andhra Pradesh, NCDC extended financial assistance in two major phases for the development of the sheep sector across the state.


Phase–I: Pilot Project (Prakasam & Chittoor Districts)

The NCDC Scheme was first implemented as a pilot project in Prakasam and Chittoor districts in three phases with total financial assistance of ₹27.88 crores.

Phase–II: Expansion to 11 Districts (2017–18 Onwards)

In 2017–18, NCDC extended the scheme to 11 districts of Andhra Pradesh under the Central Sector Integrated Scheme on Agricultural Cooperation (CSISAC) with a total outlay of ₹275 crores.

The Government of Andhra Pradesh provides interest subvention so that shepherds pay only 3% interest, while the remaining interest is subsidized through G.O.Ms.No.3 dated 23-01-2017.

District-Level Monitoring

The scheme is monitored by the District Level Monitoring Committee (DLMC) as per G.O.RT.No.58 dated 01-07-2017.

Large commercial units are evaluated by a Sub-Committee and approved by the District Collector.

Beneficiary Eligibility

Applicants must:

  • Be members of Sheep Breeders Cooperative Societies
  • Be aged 18–60 years
  • Own immovable property
  • Not be loan defaulters
  • Have no criminal or civil cases
  • Possess Aadhaar-linked bank accounts
  • PAN card mandatory for commercial units

Note: Preference is given to members with fewer sheep.
